The first Welcome Meeting of the 9th WSC featured Divaldo Pereira Franco alongside members of the International Spiritist Council: Edwin Bravo (Guatemala), Secretary General; Vítor Mora Féria (Portugal), First Secretary; and Manuel de La Cruz (Cuba), First Treasurer.
At the Opening of the 9th World Spiritist Congress, the following took part: Jorge Camargo (Organization – Mexico), Edwin Bravo (Secretary General of ISC – Guatemala), Vítor Mora Féria (First Secretary of ISC – Portugal), and Manuel De La Cruz (Treasurer of ISC – Cuba).
